また、フィリピンの市民団体CEED(Center for Energy, Ecology, and Development)は、昨年カリタス・フィリピンと共同で公表した研究報告書において、ヴェルデ島海峡で観測された海洋生物多様性の減少は同地でのガス開発によるものではないかと示唆しています。さらに両団体は水質についての別の報告書で、ヴェルデ島海峡のバタンガス湾(位置関係は上段地図参照のこと)の水質調査を実施したところ、リン酸塩、クロム、全銅、鉛、亜鉛などの汚染物質の濃度がフィリピン国内の水質基準を超えたという結果を紹介しました。これを受けてフィリピンの漁民団体であるバタンガス漁民団結(BMB:Bukluran ng Mangingisda ng Batangas)を中心とするグループは、フィリピン環境天然資源省(DENR)に要請書を提出し、事業地周辺のヴェルデ島海峡水域を、「自然または人為のいずれかの特定の汚染物質が既に水質ガイドラインの値を超えている」ことを意味する「(環境基準)未達成地域」として宣言し、基準を超過している汚染物質の新たな排出源となる施設の建設を許可しないよう要請しました。
ちなみに、このガス火力発電所の事業者の親会社はフィリピンの大企業、サンミゲル社(San Miguel Corporation)ですが、今回の油流出事故のタンカーを手配したのも同じくサンミゲル系列の船会社(San Miguel Shipping)の子会社だと判明しました。サンミゲル社はフィリピンでのガス開発を主導しており、フィリピンの市民団体は今回の油の除去作業にかかっている費用や被害を受けた住民への賠償の支払いをサンミゲル社に求めています。

FoEインターナショナルの国際プログラムコーディネーターでモザンビーク在住のDipti Bhatnagarは「世界最大級のガス埋蔵地がモザンビーク北部で見つかり、豊かな国がそれを採掘しようとしている。海の資源や大地に依存して生きている地元のコミュニティからそれらを奪おうとしており、すでにガス開発によって100万人もの難民が発生している。2020年に日本を訪れ、モザンビークでガス開発をしないでほしいと申し入れた。しかしその後、日本政府は事業への融資を決定した。」とスピーチ。日本に対し、そしてその他の先進国や企業に対し、「アフリカを燃やすな(Don’t let Africa Burn)」と訴えました。
また、日本の官民によるガス開発が進むフィリピンから参加したKrishna Ariola(Center for Energy, Ecology and Development)は「気候危機に責任がある国々が、さらに多くの化石燃料を燃やそうとしている。フィリピンや他の東南アジア諸国は、まだ石炭から脱却する途上にあるのに、人々や環境を犠牲にしてガス依存の状況に陥りつつある。海のアマゾンと言われるヴェルデ島海峡で、巨大なガス開発が進んでおり、生物多様性も破壊されようとしている。今すぐ、融資国は化石燃料への公的支援を止めるべきだ」とコメントしました。
しかし、この大規模なガス関連インフラ開発は、逆にフィリピンのエネルギー安全保障を弱体化させてしまうと、前回の記事で紹介したフィリピンのシンクタンクCEED(Center for Energy, Ecology, and Development) の報告書(Financing a Fossil Future: Tracing the Money Pipeline of Fossil Gas in Southeast Asia)は指摘しています[iii]。というのも、フィリピン国内最大のガス田であるマランパヤガス田は現在生産量が減少し、枯渇が近いため、建設中のガス火力発電所で使用するガスを国内の生産ではなく輸入に頼ることになるからです。さらに、輸入ガスに頼ることは乱高下の激しい国際ガス取引価格の影響や為替の影響を一般消費者が被ることにもなり、消費者にとっても不都合である、と報告書は述べています[iv]。
フィリピンにおけるガス開発について話すには、海洋生態系への影響を無視することはできません。なぜならフィリピンにはヴェルデ島海峡(通称VIP:the Verde Island Passage)という「海のアマゾン」と呼ばれるほど豊かな海洋生態系を誇る海峡があるのですが、まさしくその海峡がガス開発の中心地となってしまっているからです。フィリピン国内の既存のガス火力発電所6案件のうち5案件がヴェルデ島海峡に位置している他、新規のガス火力発電所8案件と新規ガスターミナル7案件もこの海峡に計画されているのです。

日本の銀行だけでなく世界各国の銀行が、国際的なイニシアチブに参加していながらガス開発に引き続き投融資しており、これは銀行のコミットメントがいかに空虚であるかを示しています。レポートでも言及されていますが、この事実はThe Oil and Gas Policy Trackerによる、銀行の気候変動への対応に対する評価格付けでも確認することができます。この格付けでは、金融機関が投融資のポートフォリオから石油・ガス事業やそれを実施する企業を除外しているかどうか、そしてガス事業からフェーズ・アウトするコミットメントの質を分析した上で点数がつけられます。当然のことながら、JBIC(公的金融機関であるため、ランク付の対象外)を除く日本の上記3社は、全て10点満点中0点と評価されています。

(解説: Global Oil & Gas Exit Listとは、環境NGO Urgewaldが作成した、ガス・石油開発に投融資者、事業者として深く関与している企業のリストです。ちなみになぜ直接投資と間接投資とどちらにも言及しているのでしょうか?レポートによれば、パリ協定以降の東南アジアでのガス開発の資金調達は4分の3がコーポレートファイナンス(間接投資)から、残りの4分の1のみがプロジェクトファイナンス(直接投資)から来ていると指摘しています[vii]。つまり、化石燃料事業への直接投資のみを規制するだけでは、ガス開発への資金の流れを止めることができないのです。)
